Usually, the below element would affect your glowing effect when coating the fabric:

1.White base layer, if there is white base layer, which would be helpful for the glowing effect
2.The thickness of your coating, usually, more thick would take more bright effect.
3.The dosage of the powder.
 
And for coating use, it usually requires at least 150~300g glowing pigment per square meter for the fabric.
